Can someone shed some light on why my 92 rated QB throws 1.5 INT's per game with a a TD/INT ratio of 3-13?

First off he is not a 92 rated QB, second and more important is your WR's are not that good.

Hate to say it, but $B$Dog$ is right about your WRs. However, you've got better than average RBs (2), a FB and TEs (2). You might try to run plays designed to get the ball into their hands.
